This statement is without foundation. Fatal & disfiguring dog attacks, plotted on a map (as Colleen Lynn of Dogsbite.org has done with fatalities -- see below), occur in almost a mirror image to U.S. human population distribution. The overwhelming majority involve dogs who have in fact been kept as family pets.
